Background: The Workforce Investment Act (WIA) of 1998 was enacted to consolidate, coordinate, and improve employment, training, literacy, and vocational rehabilitation programs in the United States. Subpart E 664.500 allows youth to be served in both youth and adult/dislocated worker programs concurrently, provided that they are eligible under the youth or adult/dislocated worker eligibility criteria applicable to the services received.

County and the Career Connection may enroll individuals in more than one
program where such enrollments benefit the customer, maximize resources and do
not adversely affect program performance.
