Eligible Training Provider List Policy

          (For initial eligibility)

 

Background:

Section 122 of the Workforce Investment Act (WIA) and its associated regulations require the designated State agency to compile and disseminate a single list of training providers identified by the Local Workforce Investment Boards (LWIBs) in New York State (NYS).  The law further requires that this list be made widely available to eligible participants engaged in employment and training activities through the One-Stop Delivery System; individuals eligible to receive training services using an approved Individual Training Account (ITA) may, through guided customer choice, select an eligible provider offering that is included on the list. 

The State meets this statutory requirement through the establishment of the New York State (NYS) Eligible Training Provider List which may be found at http://www.workforcenewyork.org/etp/

Policy:

Section 122 of WIA and its associated regulations require that the LWIB accept applications and determine the initial eligibility of training providers and their offerings and submit the local list to the State agency.  Training provider offerings should align with local labor market demands and emerging/targeted occupations.

 

Locally, applications for initial eligibility of training providers and their offerings will be reviewed by the Director of the Workforce Development Board Inc., of Oswego County (WDB), or his or her designee, and the One-Stop System Operator.  The decision to approve offerings will be based on the following criteria:

-         Is the vendor a proven, quality training provider?

-         Is the cost reasonable for an offering in the subject area?

 

Decisions made on all offerings will be reported at the next meeting of the Skills & Training Committee.  Approval of an offering in no way guarantees that WIA funds will be used to support training for that offering.  The decision to use WIA funds to support training remains the decision of the Oswego County Division of Employment & Training based on the following criteria:

-         Is the offering consistent with the local Demand Occupation List?

-         Is the offering consistent with the four targeted industry clusters identified by the Strategic Planning process?

-         Is the offering consistent with the local Demand Occupation List?

-         Upon completion of the training, is there the likelihood of the trainee finding employment this field?
