On-The-Job Training (OJT) Policy

Effective:        May 10, 2006

Background:

The Workforce Investment Act (WIA) of 1998 was enacted to consolidate, coordinate, and improve employment, training, literacy, and vocational rehabilitation programs in the United States.  Section 134 of the Act defines On the Job Training (OJT) and allows WIA funds to be used for OJT, an intensive service.  Section 195 lays out general program requirements and Sections 663.700-720 provide regulatory provisions for conducting on-the-job (OJT) and customized training activities including specific information regarding general, contract, and employer payment requirements.

Policy:             Oswego County Employment and Training and the Career Connection can offer On the Job Training (OJT) in the form of a reimbursement of training wages to offset the cost of training to eligible customers.  OJT is subject to the availability of funds and is limited to where there is a connection to Oswego County.  An eligible customer is defined as an individual or business meeting the criteria of the funding source.  For business customers, the connection is that the business is located in Oswego County.  For job seeker customers, the connection is that they reside in the county and/or their employment is/was located in Oswego County.  Employment is defined as the present training site, or in the case of dislocated workers, the place where they worked.
