Self Sufficiency Policy

Background:

The Workforce Investment Act (WIA) of 1998 was enacted to consolidate, coordinate, and improve employment, training, literacy, and vocational rehabilitation programs in the United States.  According to Section 663.230, local boards must set criteria for determining whether employment leads to self-sufficiency.  Resolutions # 25 and # 35 of the Workforce Development Board of Oswego County modified the Definition of Self Sufficiency for the purposes of prioritizing services.

 

On March 23,2006, the Executive Committee defined a self-sufficient individual as an employed individual with an hourly wage that is greater than $25 per hour.  Low-income priority will be given to customers who are currently earning less than $20 per hour.

  

Policy:             Oswego County Employment and Training and the Career Connection follow the policy set by the Workforce Investment Board on March 23, 2006 in determining the self-sufficiency policy standard.  An employed individual with an hourly wage greater than $25 per hour is considered self-sufficient.  Priority may be given to those earning less than $20 per hour.
