Training Limits Policy

Background:

The Workforce Investment Act (WIA) of 1998 was enacted to consolidate, coordinate, and improve employment, training, literacy, and vocational rehabilitation programs in the United States.  Part 663 (Adult and Dislocated Worker Activities under Title 1 of WIA) subpart C covers training services, and allows the Workforce Board to establish limits on the duration and the amounts authorized for training.  In addition, local Boards are authorized to determine if/when funding allocated for employment and training activities is considered to be limited.  The Workforce Board of Oswego County considers funding to be limited when the demand for training services exceeds the resources available to meet the customer demand.  The local area is receiving supplemental Adult and Dislocated Worker funding so the demand for training no longer exceeds the resources available. Therefore, training funding is no longer considered to be “limited” for the duration of the program year.

 

Policy:            The Workforce Board of Oswego County establishes the following limits on training services:

 

                        Individual Training Accounts (ITA’s):  Individual Training Accounts payments will be up to $ 4,000.

 

                        On-the-Job Training (OJT):  On-the-Job Training reimbursement to businesses will be limited to 50% of the cost of training for each participant.

 

                        Customized Training:  Customized training reimbursement will be limited to 50% of the cost of training up to a maximum of $3,000 per customized training.  When determining the cost of customized training, the cost per employee is limited to a maximum of $ 500.
