WIA Complaint Resolution Policy

Background:

The Workforce Investment Act (WIA) of 1998 was enacted to consolidate, coordinate, and improve employment, training, literacy, and vocational rehabilitation programs in the United States.  Section 667.600 of the Act maintains that the Local Board must establish and maintain a procedure for grievances and complaints which provides a process for handling complaints, an opportunity for informal resolution or a hearing, a process that allows a labor standards grievance to be submitted for binding arbitration, and an opportunity for local level appeal to the state.  Workforce Development System Technical Advisories #02-6, #02-7 and #02-10.  Section D, Nondiscrimination and Equal Opportunity Assurance, in Attachment H, Federal and State Certifications, requires the local signatories to attest to compliance with these provisions.

Statement:     Oswego County and the Career Connection follow the established WIA Complaint Resolution Procedure for Non-criminal complaints and grievances.   Furthermore, the procedure ensures that a complainant is advised of all steps taken to resolve the complaint.  A Senior Employment Specialist is designated as the Complaint Resolution Officer or Program Resolution Officer and the Coordinator of Client Services is designated as the Hearing Officer.
