‘The Evaluation and Franchising Committee shall oversee the One Stop Operator, set standards for centers and affiliates, franchise centers and affiliates, monitor continuous quality improvement and job seeker customer satisfaction in centers and affiliates, promote the franchised centers and affiliates using the Workforce New York branding, and monitoring system performance.’

Don Unger called the meeting to order.

 

Agenda Items

 

1) Approval of August 19, 2009 Minutes

Dave Vickery moved to approve the minutes.  Judy McManus seconded.  The minutes were approved. 

 

 

2)  Oswego County Workforce New York Update- Nick Della Penna

Oswego Industries (CES) had not yet submitted their application.  Gary McIllvain indicated that he would have it completed by our next meeting.  We will push the Mexico DSS application back to the August meeting.

 

Judy McManus submitted the Fulton One-Stop renewal application.  The Review Team will consist of Dave Vickery, Donna Donabella and Evelyn LiVoti.  Nick will send out copies of the application and scoring sheets. 

 

 

3)  Performance Review- Judy McManus

Judy reviewed the performance results for the 1st quarter of PY’09.  We are meeting eight of the nine Common Measures.  We are behind on the Youth Literacy/Numeracy measure, but DET feels we should be alright by the end of the program year.

 

We have 652 people enrolled in training (goal is 701).  However this is tied to a timely assessment and we are at 74% and need 95%, so we are not currently meeting this measure.  On the standard reduce the number of exiters still certifying for UI benefits, we are currently at 10.3% (6% required) - while we are not meeting the standard, our number is the second lowest in the State.  We are working with the State to determine how to improve.

4)  Customer Feedback Reports- Job Seekers, Training & Business- Judy McManus

The Customer Satisfaction Summary Report for October – December was very positive.  We had only a handful of “fair” and “poor” responses for the year, from over 500 total responses. 

 

Judy reviewed the Classroom Training report for PY’09.  BOCES continues to have the best response rate for out training providers.  The committee agreed to only review new responses to the surveys and not all responses for the year. 

Nick reviewed the Business Services Customer Satisfaction Survey results for the 2nd quarter of PY’09.  The response rate was very high - 10 responses were received from the 21 surveys mailed out.  Most responses were either “Very Satisfied” or “Satisfied”. 

 

 

5)  Training & Center Activity Report- Judy McManus

Judy McManus presented the Center Activity report.  The report has been expanded to include the full calendar years 2008 and 2009.  Traffic at the Center jumped significantly in those two years, and we expect a similar trend in 2010.    
 
 

6)  Stimulus Update- Nick Della Penna

Nick updated the Committee on the status of the Stimulus program.  With the funds we were able to:

ARRA Adult Program:

Ø  Funding has been 100% committed through June 30, 2010.

Ø  65 individuals were served in classroom (ITA) training.

Ø  12 individuals were served in the On-the-Job training program

Ø  9 individuals were served in Customized Training at Novelis.

ARRA Dislocated Worker Program:

Ø  Approximately 90% of funding has been committed through June 30, 2010.

Ø  72 individuals have been served in classroom (ITA) training.

Ø   6 individuals have been served in the On-the-Job Training Program

ARRA Youth Program:

Ø  Approximately 95% of funding has been committed through June 30, 2010.

Ø  284 youth have been served in the summer work program.

Ø  12 youth have been served in the year-round work experience program.

 

 

7) Career Ladder Map Update- Nick Della Penna

We have updated the website with some of the data supplied by WorkKeys.  We have completed all of the new Industry data, updated all of the links and completed the salary and wage information.  Nick went on to review our initial tracking report to see who is visiting the site.  The report covers the 4th quarter of 2009.  We will begin to look at trends and site activity in 2010.  Nick invited the partners to add narrative profiles for positions in their organizations.
