& Franchise Committee Meeting

‘The Evaluation and
Franchising Committee shall oversee the One Stop Operator, set standards for
centers and affiliates, franchise centers and affiliates, monitor continuous
quality improvement and job seeker customer satisfaction in centers and
affiliates, promote the franchised centers and affiliates using the Workforce
New York branding, and monitoring system performance.’

Don Unger called the meeting to order.
1) Approval of May 13, 2009 Minutes
Dave Vickery moved to approve the minutes. Judy McManus seconded. The minutes were approved.
The
System Operator application has been submitted by Chris Weaver (for DET). The Review Team, consisting of Don Unger,
Dave Vickery, Donna Donabella and Nick scored the application. The scores warranted a site visit, which
occurred in June. During the site
visit, the Review Team asked for clarification from Chris on parts of the
application, and asked a number of follow-up questions.
Nick reviewed the summary for the Committee, including the Review Team’s comments and suggestions. Sarah Irland moved to approve the One-Stop Operator application. Dave Vickery seconded. The motion was passed. Judy McManus abstained from voting.
3) BOCES Associate Site
Application – Donna Donabella
Donna Donabella presented the BOCES renewal application as an Associate Site. The Committee questioned Donna on various sections of the application. Dave Girard Irland moved to approve the One-Stop Operator application. Judy McManus seconded. The motion was passed. Donna Donabella abstained.
With
our review of the BOCES application completed, our next application will be from
Oswego Industries (CES). We will be reviewing
it at our next meeting. The Fulton
One-Stop application is due in February 2010.
Judy
reviewed the performance results for the 3rd quarter of PY’08. We continue to meet all nine Common
Measures. We are meeting six of the
eight System Improvement measures. Final
year-end performance results should be available in the few weeks.
The Customer Satisfaction Summary Report for April– June was very positive. We had only a handful of “fair” and “poor” responses for the year, from over 300 total responses.
Judy reviewed the Classroom Training report for PY’08. BOCES continues to have the best response rate for out training providers. We have utilized a number of new training providers this past quarter as a result of the utilization of the Stimulus funding.
Nick reviewed the Business Services Customer Satisfaction Survey results for the 4th quarter of PY’08. There were 11 responses from the 48 surveys mailed out for Business Services feedback. Most responses were either “Very Satisfied” or “Satisfied”, with a couple of “Neutral” responses. Activity with our business customers has begun to pick up over the past few months.
7) Training
& Center Activity Report- Judy McManus
Judy McManus presented the Center Activity report. Traffic at the Center has picked up considerably. Many people are looking to be trained, and we are utilizing the Stimulus funds to accommodate them.
8) Stimulus
Update- Nick Della Penna
Nick updated the
Committee on the status of the Stimulus program. .
Oswego County will receive $ 1.3 million: $650m for Youth, $400m for Dislocated
Workers and $240m for Adult. The
Funding is regarded as a ‘test’ of the workforce system. It expands age for youth to 14–24 (was
16–21).
Our plans include:

The
Summer Work Program was expanded by over 225 slots. Approximately 700 applications have been processed. 472 youth between the ages of 14- 24 have
been placed in summer work experience positions at public, private and
non-profit agencies throughout Oswego County.
Ø
The
number of summer conservation crews was expanded from six to ten.
Ø
The
contracts to continue computer classes on site at the One Stop (Word, Access,
Excel, Powerpoint and Quickbooks) were extended through 12/31/09. Additional slots were made available for the
Word classes and a resume development class was added.
Ø
The
amount of the Individual Training Account (ITA) was increased from $4,000 to
$7,500.

Cayuga
Community College has added the following classes to start in September, 2009.

9) Career Ladder Map Update- Nick Della Penna
Six school districts have accepted Career Ladder
Map posters and placed them in the classrooms. A total of 600 have been distributed. Jeff Grimshaw will follow up with the other four school districts
after school starts back up in September.
We have contracted with WorkKeys to update the salary
information contained in the Maps, and this work should be completed by the end
of the calendar year. We have a total
of 19 video and four narrative job profiles posted on the site. We are currently working on adding more
narrative profiles.
Nick presented a tracking report that we are
developing to see who is visiting the site.
Don Unger suggested that we track activity by industry cluster.
