Partners Roundtable

‘The Partners’ Roundtable shall focus on services to customers that would reduce duplication and save money that could be reinvested into the system; identify and implement “best practice” customer service strategies to universal population; oversee public relations for the partners; and annually negotiate and prepare the MOU and cost allocation plan among the partners.’

Fran Lanigan called the meeting to order and asked everyone to introduce themselves. 

 

Agenda Items

 

1) Approval of April 29, 2009 Minutes

Paul Kurtzman moved to approve the minutes.  Donna Donabella seconded.  The minutes were approved.

 

 

2) Literacy Coalition- Jane Murphy/Donna Donabella

Jane updated the partners on the Literacy Coalition that they are trying to form in Oswego County.  Their Leadership Council has met twice and they are in the process of forming a Steering Committee.  They have received a Snow Foundation grant and are trying to secure a $10,000 member item from Senator Aubertine.

 

Donna added that they plan on meeting with the members of the Leadership Council individually to discuss their roles in the Coalition.  They will be working with the Hannibal, Fulton and Oswego school districts as a result of an Even Start grant.  They will also be re-applying to the State for a Literacy Zone grant.  They are planning two Literacy Summits, one with Literacy providers and one with Employers.

 

 

3) Goals and Objectives Review- Jeanne Apicelli

·        We were awarded $367,000 in grant funding for a Wage Subsidy Program and $300,0000 in grant funding for a Green Jobs program

·        Demand for training services has been very strong.  ITA cap was temporarily raised to $7,500(due to ARRA $), but has been reduced to original level ($4,000).  Adult program funding has been fully obligated.

·        Training fairs were held on site at the One Stop on 4/24, 5/29, 6/25, 7/8, 7/22 and 8/5/09 to make customers aware of the training options available locally.

·        BOCES and Cayuga Community College added and/or expanded training program options. 

·        A Transitional Employment Program was developed in collaboration with Oswego County Opportunities.  The Transitional Employment Program will assist OCO with training costs incurred in training employees for entry level jobs, while providing subsidized employment opportunities leading to unsubsidized employment for TANF eligible populations.

·        We are collaborating with Oswego Industries to offer employment training subsidies in the Sewing and Recycling divisions.

·        We are discussing transitional employment options with Cayuga Community College.

·        Continue to issue system-wide workshop calendar.

·        Extended the contracts to provide computer classes through 12/31/09.

·        Planning the third annual Union/Apprenticeship employer forum for the 1st quarter of 2010.

·        Business and Job Seeker customer satisfaction surveys continue to be used. 

 

 

4) One-Stop Center Activity Report- Jeanne Apicelli

Jeanne reviewed the final One-Stop Center activity report for PY’08.  BOCES received the most WIA and Trade Act dollars ($376,000) of the total ($419,000) spent and obligated with the partners.  Of the 108 people enrolled via partner programs, 92 participated through BOCES. 

 

For the first quarter of PY’09, $310,000 has been spent and obligated with BOCES (from a total of $328,000).  Of the 95 people enrolled via partner programs, 86 are participating through BOCES.  They other 9 are enrolled through Cayuga Community College.

 

There was a discussion around the desire to view the activity with non-partner agencies.   It was agreed to include a new line of total “other” participants and dollars spent with non-partner agencies.

 

 

5) Stimulus Money Update- Jeanne Apicelli

Jeanne reviewed the utilization of the American Recovery and Reinvestment Act (Stimulus) funds that we received. With the funds we were able to:

Ř      Expand the Summer Work Program to a total of 473 youth (283 were funded with Stimulus funds). 

Ř      The number of summer conservation crews was expanded from six to ten. 

Ř      The contracts to continue computer classes on site at the One Stop (Word, Access, Excel, Powerpoint and Quickbooks) were extended through 12/31/09 as a result of increased demand.  Additional slots were made available for the Word classes and a resume development class was added.

Ř      The amount of the Individual Training Account (ITA) was temporarily increased from $4,000 to $7,500.

6) MOU Year 8, 9 – Nick, Jeanne Apicelli

All of the partners have signed the Year 8 MOU except for VESID.  Duane agreed to follow-up with the appropriate people to move this along.  Chris will be sending out the Year 9 worksheet for partner contributions.  She is asking for each partner to complete the form and return to her by November 6. 

 

 

7) Career Ladder Map Website – Nick

WorkKeys has completed their contract to update the salary information contained in the Maps.  We will be spending the next few months spot checking the data and updating the information on the website.  WorkKeys also tested all the links contained on the site, and suggested some new ones. 

 

We recently added another narrative job profile (Pastry Chef) and continue to pursue additional ones.  Nick asked the partners to add a profile for any of the jobs within the Maps that they may have in their organizations.

 

 

8) Next Meeting Date- February 10, 2010 (tentative)
