Skills and Training Committee Meeting

‘The Skills and Training Committee shall review and approve training programs, oversee training providers inventory, evaluate training providers and programs, identify strategies for addressing skill gaps, issue consumer report cards for programs, oversee the implementation of the Strategic Plan, and monitor training program performance data.’

The meeting was canceled due to inclement weather.  These minutes summarize the reports that were to be presented at the meeting.

 

Agenda Items

 

1) Approval of Meeting Minutes from November 28, 2007

The minutes will have to be approved at our next meeting.

 

2) Performance Update

We have received the WIA performance report for the first 2 quarters of Program Year ‘07.  Through Dec. 31, we are meeting 8 out of the 9 performance standards.  We are falling slightly short on the Dislocated Worker Average Earning Measurement.  The region is meeting 4 of the 6 System Improvement Measures.  The local area is doing well on these measurements.

 

3) Training Update

We received the update of the Training Program for the 1st 2 quarters of PY’07 (July-Sept.).  For the year, 104 Adults and 50 Dislocated Workers were active, with 53 Adults and 32 Dislocated Workers completing their training.  There were 64 On-the-Job trainees (OJT), and 18 Adults and Dislocated Workers participated in Customized training.  The majority (50) of the OJT’s were in the Manufacturing sector.  The majority of the Customized trainees continue to be in the Technical Trades (14).  Individual Training Accounts (ITA’s) were utilized to support vocational training for 68 people. 

 

4) Customer Feedback Reports

The response rate for feedback for classroom training for the 2nd quarter was 5 responses out of 8 mailed out.  All five responses were for Oswego County BOCES and responses were positive. 

 

5) Eligible Training Provider List Update- Nick Della Penna

Since our last meeting, we approved three offerings from Oswego County BOCES; Basic Repair & Maintenance, Medical Billing, and Computer Systems, and one from R.I.T. - Diagnostic Medical Sonography.

6) Strategic Planning Update

We have gone live with the website for the Career Ladder Maps.  The site is: http://oswegocareerladders.com/

We have DET looking at the site and using it with customers.  We continue to add videos and job profiles.  We will begin to publicize the site after the Full Board meeting on March 26.

 

7) Regional Partnership/Grant Opportunities

We continue to work with CNY Works and others on a grant that was received to support workforce development in Energy and Environmental Sciences.  We will be receiving $10,000 from this grant to support the revitalization of SUNY Oswego’s Energy Institute. 

 

The Workforce Development Board, Cayuga Community College and SUNY Oswego have submitted a grant application to USDOL for $1.7 million to support education for the energy workforce.  We expect to hear the results this month.

 

We are working with the Center of Excellence and a consortium of CNY partners on 2 grant applications.  The first is a High Growth Job Training Initiative (HGJTI) grant from USDOL.  It is targeted to address worker shortfalls in the energy and construction industries.  The second, also offered by USDOL, is a Science, Technology, Engineering and Mathematics (STEM) grant targeted to support careers and training in these areas, or the teaching of these subjects.  Applications for both grants are due in March.
