Skills and Training Committee Meeting

‘The Skills and Training Committee shall review and approve training programs, oversee training providers inventory, evaluate training providers and programs, identify strategies for addressing skill gaps, issue consumer report cards for programs, oversee the implementation of the Strategic Plan, and monitor training program performance data.’

Present:  Dennis McDermott, John Mosher, Jeanne Apicelli, Chuck Rinoldo, Donna Donabella, Jane Murphy  Staff:  Nick Della Penna

 

Dennis McDermott called the meeting to order.    

 

Agenda Items

 

1) Approval of Meeting Minutes from November 28, 2007 and March 5, 2008

Chuck Rinoldo moved to approve the minutes.  Jeanne Apicelli seconded.  The minutes were approved.

 

2) Performance Update- Jeanne Apicelli

Jeanne reviewed the latest WIA performance report for the first two quarters of Program Year ‘07.  We also just received third quarter results last Friday.  For the year, we are meeting 8 of the 9 Common Measures.  Since quarter 2, we have done improved the Average Earnings measure, and are now meeting this standard.  However, we have fallen behind on the Youth Literacy/Numeracy Gain. 

 

We are now meeting all 6 of the Regional System Improvement measures, but locally, we are failing the goal of re-scheduling the Unemployment Insurance claimants with-in 2 weeks.

 

3) Training Update- Jeanne Apicelli

Jeanne reviewed the Training Program for the first 3 quarters of PY’07 (July-March).  For the year, 183 Adults and 80 Dislocated Workers were active, with 117 Adults and 45 Dislocated Workers completing their training.  There were 87 On-the-Job trainees (OJT), and 44 Adults participated in Customized training.  The majority of the OJT and Customized trainees continue to be in the Manufacturing sector.  OJT contracts have been written with 18 different companies. 

 

Individual Training Accounts (ITA’s) have been utilized to support vocational training for 124 people.  With the utilization of the incentive money, training activity has been very busy.  The incentive funds will run out at the end of the calendar year.

4) Customer Feedback Reports- Jeanne Apicelli

Jeanne reviewed the latest customer feedback reports from Classroom Trainees.  The response rate for the 3rd quarter was 6 responses out of 25 mailed out.  Responses for Oswego County BOCES were mixed.  Donna Donabella stated that BOCES has made changes in instructors for these classes.    

 

5) Eligible Training Provider List Update- Nick Della Penna

Nick reviewed the latest applications for addition to the local list.  Since our last meeting, we approved Asbestos Contractor/Supervisor, and Medical Billing and Coding training from Environmental Technical Group, Inc. and Heavy Equipment Operation from Oswego County BOCES.  SUNY Institute of Technology attempted to submit their entire Non-Credit Course Catalog.  We advised them that they need to submit each course individually. 

 

6) Literacy Coalition- Donna Donabella/Jane Murphy

Donna and Jane discussed the Literacy Coalition that they are hoping to form to address the issue in the County.  A similar coalition has been formed in Syracuse.  The coalition would be composed of area schools, libraries and businesses.  They would like to work with Jeff Grimshaw (SUNY Oswego) on putting together a Sheldon Public Issues Forum on the topic.  Nick offered to put this on the agenda at the next full Workforce Development Board meeting.  Everyone thought that this would be a good way to introduce this topic to our private sector members.

 

7) Strategic Plan/Career Ladder Map Website Update – Nick Della Penna

Nick updated the Committee on the Strategic Planning implementation.  Nancy and Jeff did a presentation on the website to the School Superintendents on May 7.  Donna Donabella is working to enable Nick and Jeff to present to the Curriculum and Guidance Counselors group at future meetings.  We continue to add video clips featuring select jobs.  We are still developing artwork for the posters.  In the fall, we will be presenting the website at the next Youth Employment Summit and hope to have a community forum on the topic as well.
