Skills and Training Committee Meeting

‘The Skills and Training Committee shall review and approve training programs, oversee training providers inventory, evaluate training providers and programs, identify strategies for addressing skill gaps, issue consumer report cards for programs, oversee the implementation of the Strategic Plan, and monitor training program performance data.’

Minutes

 

Present:  Dan Johnson Dennis McDermott, Mark Hilton, Pat Tyrell, Dave Lloyd, Staff:  Jeff Grimshaw, Nick Della Penna 

 

Jeff Grimshaw called the meeting to order for Ed Mervine, who could not attend.

 

1) Approval of Meeting Minutes from July 27, 2011

Dennis McDermott made a motion to approve the minutes. Dave Lloyd seconded.  The minutes were approved.

 

2) Performance Update- Pat Tyrell

First quarter results for PY’11 have not yet been published.  Common Measures will be the same as PY’10, but NYSDOL is changing the System Improvement Measures. 

 

3) PY’11 Training Allocation Plan- Pat Tyrell

Pat reviewed our training activity versus our planned allocation of training funds for the 1st quarter of PY’11.  We have issued 38 ITA’s thus far (vs. our target of 49 for the entire year).  We are also ahead of pace on OJT’s and Customized Training.  We conducted a large (32 employees) customized training program with Pathfinder Bank.

 

4) Training Update- Pat Tyrell

Pat reviewed a revamped Training report that DET was asked to provide at our last meeting.  The first section of the report lists the training provider, the training program, and the number of participant for each program. 

 

The second section lists the number of trainees by occupational cluster.  The final section lists the total number by occupation.  After some discussion, it was agreed to use this report, as long as we could still get more detail on particular trainings. Dave Lloyd asked about the participants of the two OHSA courses that were listed.  Pat will research this and get back to Dave.

 

5) Customer Feedback Report- Training- Pat Tyrell

For the 3rd quarter of PY’10, 25 surveys were returned out of 75 sent.  Overall results were positive- 23 of the respondents were satisfied with their training experience.  The average hourly wage at placement was $13.79, one of our highest amounts ever.   

6) Eligible Training Provider List Update- Nick Della Penna

We continue to add programs to the new Eligible Training Provider List system that did not transition from the old system.  BOCES has re-submitted numerous programs and we estimate that we are about 60-70% rebuilt.

 

7) Career Ladder Map Website Update – Thad Mantaro

Thad stated that we are continuing to work with the SUNY Oswego Graphic Design Dept. students to help us with the re-design of the site.  We have also begun working with a separate group from Oswego County BOCES.   

 

8)  Strategic Plan Update- Jeff Grimshaw

Jeff reviewed the ideas that the Board and the committees have identified as important.  He is asking board members to fill out the online survey to help us identify priorities.  So far, there has been a heavy emphasis on the need to increase the marketing of the system, better collaboration with other agencies and organizations in the community, and the creation of a Speaker’s Bureau and “Parade of Businesses” to make youth aware of the opportunities within the county.

 

Roy Clark, Evelyn LiVoti and Chris Nelson have shown interest in assisting with the Marketing initiative.  All board members are being asked to supply us with names of people from their organizations who can serve as members of the Speakers Bureau, along with their area of expertise.  We hope to compile a preliminary list of speakers by the end of the year.
