Skills and Training Committee Meeting

‘The Skills and Training Committee shall review and approve training programs, oversee training providers inventory, evaluate training providers and programs, identify strategies for addressing skill gaps, issue consumer report cards for programs, oversee the implementation of the Strategic Plan, and monitor training program performance data.’

 

Minutes

 

Present:  Ed Mervine, Jeanne Apicelli, Patrick Carroll, Maggie Killoran, Donna Donabella, Staff:  Nick Della Penna

 

Ed Mervine called the meeting to order.    

 

1) Approval of Meeting Minutes from March 3, 2010

Donna Donabella made a motion to approve the minutes.  Maggie Killoran seconded.  The minutes were approved.

 

 

2) Roundtable Update- All

 

 

3) Performance Update- Jeanne Apicelli

We have not yet received the results from the 3rd quarter of PY’09.  Jeanne briefly reviewed the WIA performance report for the first two quarters of Program Year ’09 (July though December, 2009).  We are currently meeting all nine performance measures.     

 

 

4) Training Update- Jeanne Apicelli

Jeanne reviewed the Training Program for the first three quarters of PY’09.  Thus far, 429 Adults and 249 Dislocated Workers were active, with 337 Adults and 171 Dislocated Workers completing their training.  On-the-Job training activity has begun to pick up.  There have been 53 OJT’s this year.  There were no new Customized training participants this quarter- 86 Y-T-D.  Individual Training Accounts (ITA’s) have been utilized to support vocational training for 305 people.  Two hundred thirty people upgraded their computer skills though the One-Stop center offerings.

 

With WIA dollars running low, we have begun to offer financial aid classes to assist customers who need financial assistance.  We have contracted with 25 different training providers this year.

 

 

5) PY’10 Allocation/Policy Change- Jeanne Apicelli

Nick explained that with the exhaustion of Stimulus money and a reduced allocation for PY’10, funding available for training will be far less than in the previous two years.  There is also a greater emphasis at the State and Federal level on supporting OJT’s with Adult & Dislocated Worker monies.  

 

Based on the current funding climate, Jeanne presented our proposed funding levels and estimated customers served for each type of training:

-          ITA’s - $120,000- 60 served

-          OJT’s- $85,000- 35 served

-          Customized- $10,000- 3-4 served

-          Center-based- $25,000- 150-200 served

 

Jeanne went on to present a proposed policy change that would support the above- mentioned funding levels, including:

 

The Workforce Board of Oswego County establishes the following limits on training services during when funding is declared to be “limited”:

 

  • Individual Training Accounts (ITA’s):  Individual Training Accounts payments will be limited to 50% of the cost of training or $ 2,000 (whichever is lower).

 

  • On-the-Job Training (OJT):  On-the-Job Training reimbursement to businesses will be limited to 50% of the cost of training for each participant, up to a maximum of $ 2,600.

 

  • Customized Training:  Customized training reimbursement will be limited to 50% of the cost of training up to a maximum of $3,000 per customized training.  When determining the cost of customized training, the cost per employee is limited to a maximum of $ 500.

 

Patrick Carroll made a motion to accept the recommended policy changes.  Maggie Killoran seconded.  The motion was approved.

 

 

6) Customer Feedback Report- Training- Jeanne Apicelli

For the 3rd quarter of PY’09, 22 surveys were returned out of 55 sent- our highest return rate ever.  Overall results from all respondents were very positive.  All feedback is forwarded back to the training provider, so that they can take any corrective actions necessary.

 

 

7) Eligible Training Provider List Update- Nick Della Penna

We have approved two new training providers since our last meeting.  We approved 12 out of 13 submissions from Webucator Inc.  These were a series of online computer tech course.  One course did not provide a credential, so we could not approve it.  We also approved six technical computer classes from Business Rules Inc.

 

The committee discussed the current listing and asked to review it before the next meeting.  Nick will try to generate an e-copy of the list and send it out to the committee to review. 

 

 

8) Literacy Coalition Update- Donna Donabella

The Employer Workforce Literacy Summit was held on April 26.  It was not well-attended by businesses.  Literacy Powerline conducted training for providers on May 18.  The RFA for the next round for Literacy Zone applications is expected to be open in the fall, 2010. 

 

 

9) Career Ladder Map Website Update – Nick Della Penna

Thad Mantaro from our office will be taking the lead on the project.  He will be developing a marketing plan to increase awareness among parents, youth and key school personnel.
