and Training Committee Meeting

‘The Skills and Training Committee shall review and approve training programs, oversee training providers inventory, evaluate training providers and programs, identify strategies for addressing skill gaps, issue consumer report cards for programs, oversee the implementation of the Strategic Plan, and monitor training program performance data.’

Ed Mervine called the meeting to order.
1) Approval of Meeting Minutes from September 2, 2009
Dave Lloyd made a motion to approve the minutes. Maggie Killoran seconded. The minutes were approved.
2) Performance Update- Jeanne Apicelli
Jeanne reported that we have not yet received the WIA performance report for the first quarter of Program Year ’09 (July though September, 2009). Preliminary (and unofficial) reports from the State indicate that we are struggling to meet the Youth Literacy/Numeracy measure. There was a brief discussion on how youth are recruited into the system.
3) Training Update- Jeanne Apicelli
Jeanne reviewed
the Training Program for the 1st quarter of PY’09. Thus far, 201 Adults and 209 Dislocated
Workers were active, with 135 Adults and 69 Dislocated Workers completing their
training. There were 25 On-the-Job
trainees (OJT), and 47 Adults participated in Customized training. Individual Training Accounts (ITA’s) have
been utilized to support vocational training for 245 people, with over half
(129) being utilized by people looking to enter the Medical field.
Jeanne presented a
new report which shows the trends in training services of the past 4 program
years. The overall number of people in
training has increased dramatically- due to the increase in funding available
from the incentive money ($800,000) and the Stimulus funds ($1.300,000).
Training activity
will be slow for the balance of this program year because of limited
funding. The Stimulus money has been
100% obligated, and we only have about $2,000 in Adult and $80,000 in
Dislocated Worker money remaining.
4) Stimulus Update- Nick Della Penna
Nick updated the committee
on our utilization of the American Recovery and Reinvestment Act (Stimulus)
funds. We have pretty much exhausted
the available funds. We have committed
to continue the computer classes offered at the One-Stop Center through
December. It is unlikely that
additional funds will become available this program year from other areas, or
from a 2nd Stimulus program.
5) Customer Feedback Report- Training- Jeanne Apicelli
For the 1st
quarter of PY’09, 15 surveys were returned out of 82 sent. Oswego County BOCES continues to have the
best response rate. Overall results
from all respondents were generally favorable- with exceptions. Jeanne explained that survey results are not
only provided back to the training providers, they are also available to customers
who are making decisions regarding future training.
Dave Lloyd inquired
about the timing of the surveys, and if we have ever performed follow-up
surveys to better determine the impact of the training received. The Committee agreed that this would be very
valuable. Nancy and Nick will discuss
this further with the Executive Committee and report back.
6) Eligible
Training Provider List Update- Nick Della Penna
Since our last meeting, we approved five courses from Enterprise Training
Solutions including: 2 LEEDS certification course, Certified Info Systems
Security, Complete IT Professional and Failure Modes & Effective Analysis.

Literacy Coalition Update- Donna Donabella
There was no update- neither Donna nor Jane Murphy
was in attendance.
8) Career
Ladder Map Website Update – Nick Della Penna
WorkKeys has completed their contract to update
the salary information contained in the Maps.
Nick has updated the links and will begin working on the salary
section. Nick asked the Committee if
they would like to add a profile for any of the jobs within the Maps that they
may have in their organizations.
