Youth Council
Meeting January 9, 2008

‘The Youth Council shall assist in developing the local workforce plan pertaining to youth and youth services, approving eligible providers of youth services, coordinate youth workforce development activities, and oversee public relations about youth programs.’
Present: Kathleen Fenlon, Barbara Schuler, Peg Robinson, Janet Lanious, Eric Bresee, Dan Capella, Donna Donabella, John McGraw Staff: Nick Della Penna
Kathy Fenlon called the meeting to order. She welcomed new Council member John McGraw
Eric Bresee moved to approve the minutes. Donna Donabella seconded. The minutes were approved.
2) Performance Review PY’07 – Janet Lanious (DET)
Janet Lanious reviewed the performance results for the first quarter of PY’07 (July 1- Sept. 30, 2007). We are meeting all three performance standards for Youth and the NYS System Improvement Indicator (which turns out to be the Workforce Area quota measurement we discussed).
Janet stated that 68% of our Youth allocation has been obligated as of Nov. 30. Of those obligations, 56% is going to out-of-school youth, with the balance going to in-school youth.
3) 2008 Youth Summit - Kathy Fenlon
Kathy stated that the planning committee for the event will begin meeting in May. Jeff Grimshaw is awaiting the release of the college calendar so that we can reserve Lanigan Hall again for the event. (Update- the college calendar has not yet been issued).
4) Advancing Youth Partnership WIA Grant - Kathy Fenlon
Kathy discussed the grant which was awarded to the Youth Bureau. We received $105,000 to serve kids at risk that normally would not get served. The plan is to serve 9 out-of school and 5 in-school youth. Partners on this program include: The Youth Bureau, DET, OCO, OI and the Youth Advocacy Program (YAP). We are targeted to begin in February.
5) Youth Services RFP – Janet Lanious
Janet reviewed the
draft of the Request for Proposals for Year-Round Youth Services. The new contracts that result from this
process will go into effect July 1, 2008 and run through June 30, 2010. Janet highlighted the changes from our
previous RFP, and asked for feedback and comments. The timetable for the process is tight. The bidder’s conference is scheduled for January 30, 2008
(updated). Proposals are due March
3, and will be reviewed at our next Youth Council meeting (April 9). The Full Board will take action on the Youth
Council’s recommendations at the June 25th meeting.
6) Strategic Planning Update – Nick
Della Penna
Nick stated that
Board staff met with the software vendor on Jan. 8 to review the Career Ladder
Map website. We should be able to test
the site with various youth groups within the next few weeks. Jeff Grimshaw will contact Eric Bresee and
Brian Chetney to work out the logistics.
We hope to have the site live by March 1.
