Youth Council
Meeting October 5, 2011

‘The Youth Council shall assist in developing the local workforce plan pertaining to youth and youth services, approving eligible providers of youth services, coordinate youth workforce development activities, and oversee public relations about youth programs.’

Kathy Fenlon called the meeting to order.
1) Approval of Meeting Minutes from July 13, 2011
Eric Bresee moved to approve the minutes. Silvia Langdon seconded. The minutes were approved.
2) Roundtable
Update – All
Members provided an update to activities at their organizations.
3) Performance Review – Silvia Langdon
Silvia reviewed the final performance results for PY’10. We exceeded all three Common Measures for Youth. We also met the System Improvement Measure relating to the National Work Readiness Credential (NWRC). This will result in our area receiving incentive money from NYSDOL.
4) PY’11 Summer Youth Program Update- Silvia Langdon
We ended up with 98 youth enrolled in the program this year. Eleven were funded through WIA, and the balance through TANF. Thirty-five participants were public Assistance recipients and 52 met the TANF poverty criteria.
Most of the youth worked for 6 weeks at minimum wage. Over 12,000 hours were worked and $87,000 in wages was paid out. Youth were placed in all 9 county school districts, in addition to area day camps and municipalities. Additionally, one youth worked for a private sector participant, and has been retained to work beyond the summer.
5) 2011 Youth Summit - Kathy Fenlon
The event is scheduled for November 3, 2011 at 9:00 am, in Sheldon Hall. The SUNY Oswego Student Association will be funding our featured speaker- Arel Moodie. Jeff has secured funds from Constellation to help out with food for the event.
6) Strategic Plan
Update- Jeff Grimshaw
Jeff reviewed the ideas that the Board and the committees have identified as important. The next step is to identify priorities. So far, there has been a heavy emphasis on the need to increase the marketing of the system, better collaboration with other agencies and organizations in the community, and the creation of a Speaker’s Bureau and “Parade of Businesses” to make youth aware of the opportunities within the county.
7) Career Ladder Map
Update- Thad Mantaro
Thad stated that we are
continuing to work with the SUNY Oswego Graphic Design Dept. students
to help us with the re-design of the site.
We have also begun working with a separate group from Oswego County
BOCES.
